III Decolonizing Mindsets for Security in Europe Forum Copy

On April 28, 2026, we host our third annual forum “Decolonizing Mindsets for Security in Europe” in Copenhagen (09:30–18:00, venue shared after registration). This year’s theme, “Beyond Empire: Decolonizing Russia and Rethinking Responsibility,” invites a shift in perspective — from seeing Russia as a stable power to understanding it as a space shaped by internal colonial dynamics, and asks what this means for Europe’s security and political choices today. The forum is organized by Ukraine House in Denmark in collaboration with the Danish Foreign Policy Society and the Free Nations of Postrussia Forum, and supported by Politiken fonden.


Across the day, the program moves from analysis to responsibility and culture. Panel I with Rainhard Kloucek, Arūnas Degutis, Claus Mathiesen, and Mykola Riabchuk revisits the idea of an “unbreakable empire” and looks at how such systems can change. Panel II with Juraj Mesic, Akhmed Zakayev, Žygimantas Pavilionis, Christian Axboe Nielsen, Oleksandra Romantsova, and Yulia Kyrpa asks whether opposing war is enough without addressing the structures that enable it. Panel III with Katia Margolis, Aset Sabb, Yaroslav Yurchyshyn, Aida Abdrakhmanova, Elizabeth Dubinka-Hushcha, and Liubov Tsybulska turns to culture, exploring how narratives shape power and how suppressed voices can be reclaimed.

This year's edition will explore Russia’s imperial structure and its implications for European security. As Russia’s full-scale war against Ukraine continues, the forum challenges the idea of Russia as an “unbreakable empire,” instead examining it as a post-imperial space shaped by internal colonialism and the denial of self-determination for captive nations.

Together with The Kyiv Independent, Ukraine House in Denmark has opened an exhibition “The War They Live”. The exhibition is сurated by The Kyiv Independent photo editor Irynka Hromotska in collaboration with Ukrainian photographer and creator of the project, Serhii Melnychenko.
